This simple-minded account of the Black Panther Party is insulting to anybody who ever admired the positive qualities of the organization or at the very least took their militancy seriously. Melvin Van Peebles wrote the thin script, and son Mario directs it with little of the penetrating and expansive sensibility necessary to understand the subject in its broadest context. The presence of a big cast with a lot of familiar names and faces--including real-life Panther contemporaries Jerry Rubin and Dick Gregory--give the project a false air of importance. --Tom Keogh

Mild-mannered Everett P. Digberry is found wandering in a cemetary by police and arested for loitering. Digberry protests, claiming he was supposed to meet a man known only as the Black Panther, who had been blackmailing him. But the paw print on the blackmail note belongs to Blackberry's own cat. Then, opera singer Nina Politza (Rozan) is found murdered, and Digberry, her lover, is the prime suspect. However, commissioner Thatcher Colt (Blackmer) doubts Digberry committed the crime, due to a large number of other suspects with better motives for murder. Rival wigmaker Samuel Wilkins is killed and the murder weapon planted in Digberry's apartment. Commissioner Colt must clear Digberry's name and find the real murderer before someone else is killed.

He assigns Gendarme Gilbert Ponton to work with Closeau and inform each step of the investigation. When Clouseau is nominated with honor to the highest prize in France, Dreyfus decides to humiliate Clouseau and take him out of the case. However Clouseau has already solved the mystery.
